Background

34 Strong LLC is a Sacramento, California-based company, that specializes in delivering Strengths-based trainings to organizations across the country.

In 2021, 34 Strong was seeking out a consulting firm that could designed, rollout and deliver a series of educational training modules for the California Public Employees’ Retirement System, which manages pension and health benefits for more than 1.6 million California public employees, retirees and their families.

 Problem Statement #1: Design management training course to train Section Leaders to manage Team and Unit Leaders and improve team performance for CalPERS employees.

What We Did

OVP Management Consulting Group, Inc. spoke with senior executives at CalPERS and 34 Strong to determine success metrics for the project. Using the Kaizen (Continuous Improvement) process design approach, we based our module design on the centralization of the company’s leadership competencies. These competencies were developed to guide the behavior and expectations of leaders throughout CalPERS.

With a two-month window to develop a program that would be used by two cohorts of new Section Leaders for the calendar year of 2022, our consultants developed a work plan that organized the tasks and activities required to deliver a program that includes presentation documents, workbooks, journals, video, survey products and more. The plan included the creation of a mock module presentation to be delivered to senior CalPERS’s officials to ensure continuity of process during the design phase.

The design of all the program materials was done using the Canva graphic design platform. We also the program’s survey tools using the Kirkpatrick Model of evaluation, specifically focusing on the use of Level 1 Reaction and Level 2 Learning feedback. Our use of the Kirkpatrick Model was to ensure measurable outcomes following the program. Each module was designed to encompass a half-day of instruction, followed by individual coaching requirements and one-on-one manager check-ins and 40 hours of individualized self-guided work by all Section Leader participants.

 
 
 

Conclusion

The course design was well received and praised by CalPERS as being a program that effectively prepares Section Leaders to use the competencies to become strong leaders of he organization. In addition, the client asked that we consider developing an accompanying set of courses specifically for entry-level supervisors in the organization.
