PASO West Suburban Action Project

Background

PASO West Suburban Action Project is a social justice organization based in suburban Chicago, Illinois that engages a largely Spanish-speaking community on ways to address issues of poverty, displacement immigration and socioeconomic disparities within one ofthe state’s largest and fastest-growing ethnic groups: LatinX.

 

 

In 2025, PASO came to OVP seeking help with organizational development and strategic communications. Leadership recognized that they were not effectively communicating to the communities that they serve about the services available to them, as federal government raids on immigrants were escalating throughout the Chicagoland area. Similar to our first engagement with PASO in 2019, OVP Management Consulting Group, Inc. was selected to help PASO develop and executive a strategic reputation management campaign. In addition, they sought our help to create a professional communications department that represented the best interests of the organization. To address the organization’s concerns, OVP conducted an initial needs assessment, introduced an interactive engagement model to guide performance improvement and implemented individual and team coaching support for each member of the organization. Today, OVP serves as PASO’s chief engagement and communications counsel.

What We Did

  • Capacity Building Systems

    OVP developed and delivered several organization-wide workshops that were designed to establish shared engagement principles that focus on developing PASO’s collective ability to work well together.

  • Strategic Communications Planning

    OVP established communications norms and tools to help guide PASO’s efforts to professionalize the organization’s operations. We specifically drafted the charter documents that layout out the rules of engagement with traditional and social media entities.

  • Organizational Development

    OVP introduced the use of executive scorecards, pre-specification documents countermeasure tools and automated process maps to help systematize the organization’s approach to performance improvement and measurement.

 
 
 

Conclusion

OVP Management Consulting Group, Inc. has begun the process of managing the reputation of PASO in the eyes of traditional media outlets, which as led to multiple news hits, requests for interviews and greater exposure to the public. In addition, the regular individual coaching services, along with the new engagement efforts have improved how the teams have been working together. The systems that we introduced to address the reputation management problem were successfully implemented in 2025 and resulted in the organization being part of several national conversations about immigrant community responses to increased federal interventions. In addition, we’ve helped onboard their newest employees and volunteers and introduced them to the engagement principles that PASO has leaned into.
